We primarily serve cities, counties, and regional economic development organizations, while also supporting statewide organizations, research institutions, and state agencies focused on local government effectiveness and economic development.

We bring doctoral-level research methodology and practical municipal governance experience to help public leaders make evidence-based decisions about economic development, infrastructure investment, and resource allocation. Our approach combines academic rigor (including research across 100+ Pennsylvania municipalities) with real-world municipal leadership experience. We specialize in serving third-class cities, counties, and regional EDOs that need sophisticated analytical capabilities but can’t justify full-time research staff

Founder and Principal
DR. ADAM J. YODER
Dr. Yoder brings a unique combination of academic rigor, practical governance experience, and analytical expertise to enhance organizational decision-making and performance. He holds a Doctorate in Business Administration specializing in Strategic Management and Economics, with prior research analyzing COVID-19 economic recovery effectiveness across more than 100 Pennsylvania Counties and Municipalities.
With an MBA in Finance and deep expertise in data aggregation, advanced statistical analysis, and policy impact modeling, Dr. Yoder transforms complex data into actionable intelligence for public leaders. His research-intensive methodology helps stakeholders make evidence-based decisions about economic development, infrastructure investment, and resource allocation.
Dr. Yoder serves on the Williamsport City Council, including a four-year tenure as Council President, giving him a firsthand understanding of the challenges facing Pennsylvania's public sector leaders. He previously served for over a decade in multiple Fortune 500 and regional firms, with diverse experience in technical solution development, project management, business development, and general management. His combination of academic research, municipal governance, and private sector experience creates a unique perspective that bridges theory and practice.
His evidence-based approach has earned trust across Pennsylvania's politically diverse landscape, from urban centers to rural counties. Through Northway Intelligence, Dr. Yoder provides the analytical capabilities of a full research department on a fractional basis, making sophisticated data analysis accessible to municipalities of all sizes.
