In this featured interview, our principal discussed the findings of his doctoral dissertation research examining unemployment recovery across 103 Pennsylvania municipalities following the COVID-19 pandemic. The conversation explored counterintuitive findings — including why rural municipalities outperformed urban ones in recovery, and why home rule governance status emerged as a strong predictor of economic resilience. Spotlight PA's State College bureau featured our principal's perspective across two pieces examining how Pennsylvania municipalities approached the December 2024 federal ARPA funding deadline. He spoke to Williamsport's strategy for maximizing its $25.5 million allocation and the broader challenges smaller municipalities faced in obligating unprecedented federal dollars. These pieces drew directly on his research into ARPA funding effectiveness across Pennsylvania local governments.
